Yogi ji believes Kerala can learn from UP - How to run hospitals

He cited lesser number of dengue and Chikungunya cases in UP in last 1 year compared to Kerala (to backup his claim.
But he has been in power only for 6 months. So how does he count data for 1 year is difficult to explain?May be Yogi ji is praising the previous government for managing Chikunguya and Dengue situation
In past 1 year UP has reported 51 cases of Chikungunya while Kerala has reported 67 cases. (Provisional data)
In past 2 years UP has reported 2509 cases of Chikungunya while Kerala has reported 196 cases. (Provisional Data)
In past 3 years UP has reported 2509 cases of Chikungunya while Kerala has reported 371 cases
In past 4 years UP has reported 2513 cases of Chikungunya while Kerala has reported 643 cases
In past 5 years UP has reported 2513 cases if Chikungunya while Kerala has reported 916 cases.
On Dengue the story is similar.
UP government's record on running Hospitals is further under question:
A joint probe has found that industrial gas was being used by BHU hospital in treating patients which in itself could have caused death of 14 patients. Further the firm supplying the industrial gas does not have license to even manufacture the gas. The firm's director is father of MLA from the constituency.
What Yogi ji? What should anyone learn about running hospitals from UP government?
