Participatory Democracy

hi folks,
In the current democratic system the voters (us) delegate the decision making to our representative for 5 years.But as human nature goes ,power corrupts.The fallout is some representatives use the election as a license by voters to support self-profiting motions without regard for the voters,in the name of being elected.Now the only prevention against such actions is consequences of such acts on re-election bid at the end of term.Perhaps it is not a powerful deterrent enough with multi-crore scams coming to the fore.

A new more participatory Democracy
If the elected representatives just proposed policies and voters voted using sms for the decisions related to his constituency and Union of India .Wouldn't it be a really participatory democracy.But Is this feasible Or just a pipedream?Let's analyse

The constitution will be the document abide by.
With mobile users in India being 88 crore It is perhaps the most easily accessible tool for communicating choices.But this is the easy part, the hard part comes when the voter will have to understand the policies and make an informed choice.Now, that would require a lot of effort on our part.But no pain no gain!
