Plastic and consciousness

Recently Anushka was in limelight for lecturing a person  for throwing plastic on road.
The person went on social media and responded - "I just threw a square mm wrapper, her response was exaggerated." It is interesting How Anushka despite being correct failed to politely ask the person to not throw plastic in public instead resorting to admonishing. Also How that person tries to downplay his fault blaming the messenger instead.

I wonder ,Why does a person throw plastic on the road - Does he not know the harmful effects of doing that? Or Is it that he knows but doesn't care? Or Is it a combination of both?

I believe that If we left the world a little better than when we came in this world. We would have done our part.
